Exceeding is reserved for those clearly above grade-level.
If students are successful with the outcome by January, they would have to show improvement by June in order to have earned this mark.
Reserved for students who take it the learning to a higher level.

Succeeding:

Succeeding means that the child has met the end-of-year expectations, whenever s/he does that. Some will have met the outcome by the January marking period.
This is the level to which the teacher teaches.

Progressing:

Most students get Progressing mid-year. In general, this is the goal. Students are doing what they should in order to be successful with the outcome by the end of the year.
This score is available at the end of the year, too. (The student made progress by the end of the year or the end of the unit.)
The outcome has been partially demonstrated. Students will continue to learn about this or continue to develop until the end of the year.

Needs Improvement:


“Needs Improvement” means that progress is minimal. Much extra guidance is needed.
The student is too far behind and/or not improving enough to be at grade level by the end of the year.
Needs a great deal of support to make progress.
This is a “red flag” to parents, teacher
s and student.
Progress is minimal.
